After an inspection in six of the tanneries the head of team said the integration and restructuring is required to be completed by the end of year. But they said that the dismantling of some sites was taking place and production was continuing in others with no sign of effluent control. The inspectors said that they cannot see any signs that the tanners will reach their target. If the tanneries fail to complete the merger they will be asked to close at the end of year.

The Kemu Tanning Zone was built in 1993 with a 100 million yuan investment and 63 tanneries moved into the zone. After the integration, just four tanneries will be left in the zone with equipment and technology for effluent treatment that meets national environmental standards.
